DC Clean Rivers Tunnel Program

InterAgency serves as third party manager and regulatory compliance consultant to DC Water’s 20-year, $2.7 Billion DC Clean Rivers Project.  IA conducts third party plan review, permit management, third party regulatory coordination, develops easements/MOUs, EA management, and expedites permits.  IA develops permit schedules, and performs permit estimates for tunnel infrastructure, near-surface structures, odor control venting facilities, pump stations, utility relocation, and green infrastructure/LID facilities.  IA reviews all MOT, SEC, and SWM drawings and calculations prior to submission to third party regulators.  IA chairs weekly meetings with 3rd party regulators.  IA obtains all DDOT, DDOE, DC Water, and DCRA permits for all design-bid-build projects, and oversees submissions for all design-build projects.

Capitol Crossing Project

InterAgency has obtained all building permits associated with the Capitol Crossing project, including DCRA, DDOT, DOEE, and DC Water.  InterAgency facilitated MOU negotiations with DDOT Chief Engineer, Nick Nicholson, to permit extensive modifications to I-395 with FHWA.  IA secured various contractor permits (after-hours, temporary discharge authorization, fire hydrant access, etc.) on behalf of the performing contractor, Balfour Beatty Construction.  IA secured all DDOT, DC Water, DOEE, and DCRA permits for the tunnel, parking, and concourse levels of the development.  IA has obtained support of excavation and foundation permits for each of the 5 above-grade office towers, and building permits are in process.  IA is obtaining building relocation permits for all historic structures to remain.

RiverRenew Tunnel System

InterAgency serves a dual role on Alexandria Renew Enterprises’ RiverRenew program—IA acts as Third Party Coordinator, overseeing the program’s NEPA compliance process, Clean Water Act permitting, VDOT coordination, and City permit processes. IA conducts third party plan review and regulatory coordination, develops easements/MOUs, and expedites permits.  IA will fulfill the role of permit coordinator for the selected design-build contractor, overseeing submissions for all state and local construction permit applications and modifications. IA also acts as the design architect for the Utility’s $50M pumping station.  In this role, IA is responsible for the ground-up design of a new superstructure including pumps, cranes, and an environmental education center. InterAgency will continue it oversight role during construction, providing review of submittals, and on-site construction administration.

IA obtained DCRA, DDOT, DC Water, DOEE, FAA permits on four major building projects.  IA facilitated necessary meetings with Office of Zoning, DDOT Public Space, and DCRA Green.  IA facilitated substantial utility relocation permits with DC Water, Pepco, Verizon, and Washington Gas.  IA obtained a total of four (4) different raze permits to demo existing structures in advance of new construction.  IA initiated FHWA Aeronautical Studies for each project.  IA brokered multiple meetings with DDOT management to facilitate long-term lane closures on emergency egress roadways.  IA brokered relocation of Executive Office of the Mayor parking for two-year duration.  IA coordinated with the Convention Center to modify their intended loading access during construction.  IA obtained all DDOT Construction/Occupancy/Special Tree Permits.  IA obtained all DC Water Permits.  IA obtained all DCRA Building Permits and Support of Excavation Permits.  IA obtained all DOEE SEC & SWM Approvals.

Capitol Improvements Program

InterAgency partnered with Rummel Klepper & Kahl (RK&K) to secure a 3-year renewable contract to perform permitting and document control associated with DC Water’s Capital Improvements Program.  InterAgency is tracking, applying for, and obtaining all permits associated with the work, including but not limited to:  DOEE, DDOT, DCRA, ACOE, NPS, CFA, NCPC, and Architect of the Capitol.  RKK will be architecting a proprietary permit tracking software, with InterAgency’s input.

InterAgency is securing all permits associated with MRP’s current DC ground-up development pursuits including the redevelopment of the Big Lots property north of Rhode Island Ave, the residences at 965 Florida Ave NW, the residences at 72 Potamac Ave SE, and the redevelopment of 3534 East Capitol St NE.  InterAgency will coordinate with regulatory agencies and obtain the following permits:  DOEE Sediment Erosion Control, Stormwater Management and Green Area Ratio, DDOT Construction, Occupancy, Steel Plate, and Special Tree Removal, DCRA Raze, Support of Excavation, Foundation, and Building.  IA will initiate FAA Studies and obtain Crane Permits.  IA will broker agreements with the Office of Zoning, Office of Planning, and DCRA’s Green group.  Finally, IA will obtain DCRA Occupancy permits for the Owner’s retail tenants.

Northeast Boundary Tunnel

InterAgency directs DC Water’s third-party outreach and community engagement for the Northeast Boundary Tunnel, a 5-mile, 23-foot diameter reinforced concrete tunnel that extends from RFK to Dupont Circle.  InterAgency interfaces with DC Water’s Office of External Affairs to facilitate governmental coordination and communication.  InterAgency hosts community meetings, engages local businesses and residents, and advises DC Water on best practices.  The Northeast Boundary Tunnel will have medium term traffic congestion implications the greater Washington Metro area, and InterAgency will be responsible for coordinating governmental response and corralling public sentiment.

Barry Farm Redevelopment

InterAgency is responsible for all DCRA, DDOT, DC Water, and DOEE permits associated with the Barry Farm Redevelopment— The project will include approximately 1,400 residential units (apartments, row dwellings, and flats). Approximately 344 units will be replacement public housing units; another 100 units will be constructed off-site. The plan will provide approximately 55,500 square feet of new retail/service uses, a substantial amount of open space, including a 2.4 acre central park, and significant new public infrastructure.  InterAgency was contracted early in the process to coordinate subsurface utility cut and caps, raze permits, and MOT coordination.

CSX Virginia Avenue Tunnel

InterAgency acted as strategic advisor to Clark/Parsons and CSX as they approached the regulatory coordination for the CSX Virginia Avenue Tunnel.  Specifically, IA met with Chief Engineer Nick Nicholson to broker a third party review strategy that had been successful on DC Water’s Clean Rivers Project.  IA advised on and reviewed the MOU that would memorialize the third-party review/approval process, timeline, and cost estimate.  IA performed third party plan review for both DOEE SEC/SWM and DDOT MOT.  IA expedited DOEE permits and DCRA BCIV Permits.  IA peer-reviewed DDOT Construction permit applications for sufficiency and level of completion.  IA obtained DDOT Occupancy Permits for CSX bridge renovations.  IA obtained DCRA alteration/renovation permits for CSX facility upgrades with historic designation status.
