Architectural Design

Pumping Station Design

CONSTRUCTION COST: $50 Million                             

InterAgency serves as the design architect for the Utility’s new $50M pumping station.  In this role, IA is responsible for the ground-up design of a complex and demanding program that incorporates pumps, cranes, and an environmental education center atop an 80 foot diameter CSO tunnel shaft. InterAgency is responsible for program development, space planning, sustainability, code and accessibility compliance, landscape design, and 3D visualization for the building. IA prepares bridging documents including plans, sections, and details for the Design Builder, and authors material specifications for the project. IA has been responsible for multiple redesign efforts that resulted from evolving programmatic and technical requirements. IA is tasked with architectural Quality Control/Quality Assurance, and will play an oversight role during construction, providing review of submittals, and on-site construction administration.

Northern Bus Garage

InterAgency serves as regulatory consultant to Clark/STV on their demolition and rebuilding of WMATA’s Historic Northern Bus Garage. In this role, InterAgency advises the design team on MOT design, utility relocation, and ESC/SWM. InterAgency is responsible for all Raze coordination, including submissions to the Historic Preservation Review Board. InterAgency provides critical path scheduling for preconstruction activities and performs comprehensive cost estimates for permit fees. InterAgency chairs Preliminary Design Review Meetings with regulators from DCRA, DDOT, OZ, and OP. IA is responsible for facilitating the Large Tract Review Process for the 3+ Acre redevelopment. InterAgency chairs the development’s Public Space Review Committee Hearing process, and secures approvals and entitlements from District Regulators.

DC Clean Rivers

CONSTRUCTION COST: $2.7 Billion 

InterAgency serves as regulatory consultant to DC Water’s 20-year, $2.7 Billion DC Clean Rivers Project.  IA is responsible for ROW-Permitting, including leases, easements, Categorical Exclusions and FHWA Surplus Property Disposal packages for the program. IA manages all Clean Water Act and Rivers and Harbors Act permitting, including US Army Corps of Engineers §404, §10, and §408 Permits and DOEE §401Water Quality Certifications. InterAgency is tasked with negotiating and authoring all National Park Service (NPS) Special Use (SUP) Permits , Right of Way (ROW) Permits, and Archaeological Resource Protection Act (ARPA) Permits. IA develops permit schedules, and performs permit estimates for tunnel infrastructure, near-surface structures, odor control venting facilities, pump stations, utility relocation, and green infrastructure/LID facilities. IA chairs weekly meetings with City regulators.  IA obtains all DDOT, DDOE, DC Water, and DCRA permits for all design-bid-build projects, and oversees submissions for all design-build projects.

Public OUtreach

Northeast Boundary Tunnel

CLIENT: DC Water

CONSTRUCTION COST: $500 Million

InterAgency directed DC Water’s third-party outreach and community engagement for the Northeast Boundary Tunnel, a 5-mile, 23-foot diameter reinforced concrete tunnel that extends from RFK to just shy of Dupont Circle.  InterAgency interfaced with DC Water’s Office of External Affairs to facilitate governmental coordination and communication.  InterAgency hosted community meetings, engaged local businesses and residents, and advised DC Water on best practices, including business compensation measures.  The Northeast Boundary Tunnel had long term traffic congestion implications in the Washington D.C. metro area, and IA was responsible for updating the community in real time to mitigate the impacts on residents and local businesses.

InterAgency partnered with Rummel Klepper & Kahl (RK&K) to secure a 3-year plus 2-year renewable contract to perform permitting, document control, and database management for DC Water’s Capital Improvement Program.  InterAgency performs some 50% of the contract work, tracking, applying for, and obtaining all DDOT, DOEE and DCRA permits associated with the CIP.

CONSTRUCTION COST: $500 Million

InterAgency acted as strategic advisor to Clark/Parsons and CSX as they approached the regulatory coordination for the CSX Virginia Avenue Tunnel.  Specifically, IA met brokered meetings with DDOT’s Chief Engineer to negotiate a third party review strategy that InterAgency previously implemented on DC Water’s Clean Rivers Project.  IA advised on and reviewed the MOU that would memorialize the third-party review/approval process, timeline, and cost estimate.  IA performed third party plan review for both DOEE SEC/SWM and DDOT MOT.  IA expedited DOEE permits and DCRA BCIV Permits.  IA peer-reviewed DDOT Construction permit applications for sufficiency and level of completion.

Hillcrest Feasibility Study

InterAgency is responsible for developing the feasibility study for a proposed pool and bathhouse at the Hillcrest Community Center in SW Washington, DC.  In this role, IA will provide a schematic design of an 8-lane, 25M lap swimming pool, bathhouse, and associated mechanical equipment.  In support of this objective, InterAgency conducts zoning analyses, Phase 1 and Phase 2 Environmental Site Assessments (ESAs), geotechnical reports, site surveys, and utility coordination.

InterAgency serves as regulatory coordinator for WMATA’s $200M redevelopment of the existing Bladensburg Bus Garage compound.  IA is responsible for administering the Office of Planning’s Large Tract Review, DDOT, DCRA, and OZ Preliminary Design Meetings (PDRM), and coordination with DOEE and DC Water.  InterAgency develops permit matrices and assists with CPM scheduling activities.  InterAgency coordinates the DDOT Public Space Committee Hearing process, and is responsible for the street/alley closure of Douglas Ave NE through the DC Office of the Surveyor.

InterAgency serves as the regulatory coordinator for WMATA’s $300M Heavy Rail Overhaul Facility and parking garage complex in Prince Georges County Maryland.  In this role, IA is responsible for all agreements, entitlements, and permits issued by USACE, MDE, MNCPPC, DPIE, WSSC, PEPCO, and Washington Gas.  InterAgency is responsible for Clean Water Act Permitting related to wetlands and the channelized portion of Beaver Creek.  InterAgency chairs all third party regulatory meetings and performs early coordination to ensure that the design build contract is not delayed by unforeseen regulatory requirements.
