CONSTRUCTION COST: $1 Billion                            

InterAgency obtained DCRA, DDOT, DC Water, DOEE, FAA permits on four major building projects.  IA facilitated necessary meetings with Office of Zoning, DDOT Public Space, and DCRA Green.  IA facilitated substantial utility relocation permits with DC Water, Pepco, Verizon, and Washington Gas.  IA obtained a total of 4 different raze permits to demo existing structures in advance of new construction.  IA initiated FAA Aeronautical Studies for each project.  IA brokered multiple meetings with DDOT management to facilitate long-term lane closures on emergency egress roadways.  IA brokered relocation of Executive Office of the Mayor parking for two-year duration.  IA coordinated with the Convention Center to modify their intended loading access during construction.  IA obtained all DDOT Construction/Occupancy/Special Tree Permits.  IA obtained all DC Water Permits.  IA obtained all DCRA Building Permits and Support of Excavation Permits.  IA obtained all DOEE SEC & SWM Approvals.

CONSTRUCTION COST: $1 Billion

InterAgency obtains all building permits associated with the Capitol Crossing project, including DCRA, DDOT, DOEE, and DC Water.  InterAgency facilitated MOU negotiations with DDOT’s Chief Engineer to permit extensive modifications to I-395 with FHWA.  IA secured various contractor permits (after-hours, temporary discharge authorization, fire hydrant access, etc.) on behalf of the performing contractor, Balfour Beatty Construction.  IA secures all DDOT, DC Water, DOEE, and DCRA permits for the tunnel, parking, and concourse levels of the development.  IA proposed permitting the concourse level (garage) as a stand-alone building with a DCRA “B-Permit” rather than a Foundation Permit, thereby allowing early inspections and certificates of occupancy for below-grade construction. IA has obtained DCRA Building permits for each of the 5 above-grade office towers, and building relocation permits for all historic structures to remain.

InterAgency secures all permits associated with MRP’s current DC ground-up developments including among others the Big Lots property north of Rhode Island Ave, the residences at 965 Florida Ave NW, and Buzzard Point multifamily development.  InterAgency coordinates with regulatory agencies and obtains DOEE Sediment Erosion Control, Stormwater Management and Green Area Ratio, DDOT Construction, Occupancy, Steel Plate, and Special Tree Removal, DCRA Raze, Support of Excavation, Foundation, and Building.  IA brokers agreements with the Office of Zoning, Office of Planning, and DCRA’s Green group.  Finally, IA obtains DCRA Occupancy permits for the Ownership and their retail tenants. IA has developed expertise in navigating clients like MRP through the Inclusionary Zoning Process, helping them to author paperwork, avoid re-reviews and finalize building inspections with DCHD.

DC Water

PROJECTS: DC Clean Rivers, Capital Improvement Program

CONSTRUCTION COST: $3 Billion 

InterAgency has directed DC Clean Clean River’s permit efforts since 2011. In the role of Third Party Manager, InterAgency forecasts all permits—developing matrices, cost estimates, and CMP scheduling for related activities. IA obtains permits on behalf of all design-bid-build tunnels (Div C, Div D, Div E), and manages the design-builder permit pursuit on all other tunnels (Div A, Div H, Div I, Div J, Div P, PRT). IA obtains all permits associated with green infrastructure, archaeological investigation, and much of the subsurface geotechnical boring program. Beginning in 2017, InterAgency has applied for and obtained all permits associated with DC Water’s Capital Improvement Program. IA interfaces with DCW project managers, engineering consultants, and contractors to coordinate and expedite the process.

PROJECTS: Barry Farm Redevelopment

CONSTRUCTION COST: $1 Billion                             

InterAgency authored and expedited 100 raze permits required to perform the Barry Farm Redevelopment. InterAgency obtained all approvals from DCRA, DDOT, DOEE, DCHD, DOH, OP, Pepco, Washington Gas, Verizon, and DC Water. InterAgency expedited permits associated with subsurface utility cut and caps, sediment erosion control, and MOT during Phase I construction. The resulting project will include approximately 1,400 residential units (apartments, row dwellings, and flats). Approximately 344 units will be replacement public housing units; another 100 units will be constructed off-site. The plan will provide approximately 55,500 square feet of new retail/service uses, a substantial amount of open space, including a 2.4 acre central park, and significant new public infrastructure.

CONSTRUCTION COST: $700 Million

InterAgency acted as strategic advisor to Clark/Parsons and CSX as they approached the regulatory coordination for the CSX Virginia Avenue Tunnel.  Specifically, IA brokered a series of meetings with DDOT’s Chief Engineer to propose and negotiate details for a third party permit review strategy that IA had implemented on DC Water’s Clean Rivers Project.  IA advised on the MOU that would memorialize the third-party review/approval process, timeline, and cost estimates.  IA performed third party plan review for both DOEE SEC/SWM and DDOT MOT.  IA obtained DDOT Occupancy permits for CSX Long Bridge renovations and obtained DCRA Alteration/Renovation permits for CSX Signal House facilities with historic designation status.

InterAgency is responsible for all permit coordination and expediting at 100 V Street—a 2.4 million-square-foot mixed-use development, located in the heart of the Capitol Riverfront's Buzzard Point neighborhood, just south of DC United’s Audi Field.  IA provides permit schedules, cost estimates, and expediting for the subsurface garage and five towers associated with Phase I of the construction. Further south, IA expedited DOEE permitting and FEMA approval of a boardwalk extending into the Anacostia River at 2121 1st St SW. Across North Capitol Street, IA obtained all DCRA, DDOT, and DCW building permits associated with the new mixed use office building at 25 M St SE.

InterAgency is partnered with Brookfield on Navy Yard development. IA obtains DCRA, DDOT, DC Water, DOEE, and FAA permits on two major building projects—Parcel G is a new 285,000 square foot office building with 1400 square feet of ground floor retail. Parcel I is a 314,000 square foot apartment building with subsurface parking garage.  IA facilitates necessary meetings with Office of Zoning, DDOT Public Space, and DCRA Green.  IA manages DCRA’s Velocity Program submissions to secure expedited approval of the building permits.  IA coordinates with CFA and NCPC to secure approval for the above grade project features. IA obtains all DDOT Construction, Occupancy and Special Tree Permits. For Parcel J, IA secured raze permits to demo existing structures in advance of new construction.

CONSTRUCTION COST: $200 Million

InterAgency works closely with Hines on the Redevelopment of the Walter Reed Campus. IA obtains DCRA, DDOT, DC Water, DOEE, FAA permits for Building IJ—a new 260,000 square foot apartment building with ground floor retail and adaptive reuse of an existing underground parking garage.  IA facilitatees necessary meetings with Office of Zoning, DDOT Public Space, and DCRA Green.  IA utilizes DCRA’s Velocity Program to secure expedited approval of the building permits.  IA obtains all DC Water Permits, all DCRA Building Permits and associated Support of Excavation Permits.  IA coordinates with DDOT and DCRA to secure approval for existing vaults that will transition from private property to public space, securing approval via the Public Space Committee Hearing, and memorialized via DCRA Code Modification.

InterAgency regularly collaborates with Jones Lange Lasalle’s Project & Development Services division to realize fast-track office tenant fit-outs and commercial tenant work for some of the Region’s most recognizable interior projects. Since 2018, InterAgency has expedited over one million square feet of commercial space for JLL. Highlights include offices for Apple, APCIA, Ankura, Dupont Hotel, EAB, Everfi, Medstar, Smith-Bucklin, and the Washington Convention Center. With tight timelines, JLL regularly employs expedited review services like DCRA’s Velocity program. InterAgency coordinates these submissions and makes sure that the resulting approvals are streamlined. InterAgency secures Certificates of Occupancy at the conclusion of construction, helping to streamline FF&E delivery and installation.

InterAgency manages permits for Foulger-Pratt’s ground-up projects in Washington, DC, including Beckert’s Park in Capitol Hill, a self-storage facility in NoMa, and the Press House development in NoMa. IA obtains Support of Excavation permits from DC Water, DDOT, and DCRA, and works closely with the team’s civil engineers to expedite DOEE Sediment Erosion Control, Stormwater Management, Green Area Ratio approvals, and DDOT Public Space Committee approvals. IA secures DCRA Raze Permits, Foundation Permits, and Building Permits for all projects, as well as revisions to approved permits. During construction, IA works with the design and construction team to develop temporary traffic control and obtains multi-phase DDOT Occupancy Permits. Finally, IA expedites phased DCRA Certificates of Occupancy for base building and retail tenants.

CONSTRUCTION COST: $500 Million 

InterAgency has partnered with GU and its performing contractors for several years to obtain building permits for campus development and redevelopment projects. In this role, IA obtains all DCRA Raze, Support of Excavation, Foundation, and Building Permits to support new construction.  IA inherited the Thompson Athletic Center expediting after a predecessor defaulted on the contract.  IA developed all missing documentation and completely re-permitted the project.  IA obtained temporary DCRA CofO to allow GU athletic teams to use the Thompson Athletic Center before final CofO could be issued, and helped expedite Green Inspections to support the issuance of final CofO. On the Ryan and Mulledy Hall Project, IA expedited a series of last minute permit modification to accommodate fire suppression changes made by the general contractor.

InterAgency is partnered with Boston Properties on major development and redevelopment projects. InterAgency works closely with Boston on 2100 Pennsylvania Avenue—a 12-story building with 460,000-sf of premium office space, 30,000-sf of ground floor retail, and 3 floors of below grade parking with 330 spaces. IA is securing all required permits and reviews, including DOEE Sediment Erosion Control, Stormwater Management and Green Area Ratio, DDOT Construction, Occupancy, DCRA Raze, Support of Excavation and Building permits. IA is obtaining DCRA Occupancy permits for the base building, and phased occupancy for tenants.

InterAgency is partnered with Carr Properties to deliver The Signal House—a 10-story, trophy office building located in the heart of the Union Market neighborhood. As permit expediter, InterAgency secures all permits for the project, including DDOT Construction and Excavation, DDOT Occupancy, DCRA Support of Excavation, Foundation, and Building permits. IA is obtaining DCRA Occupancy permits for the base building, and phased retail and office occupancy. Designed by Gensler, this 225,000 RSF building will pay tribute to its historically industrial surroundings with a truly unique terracotta, metal, and glass exterior.

Toll Brothers Urban Living division is redeveloping the site of the former Sursum Corda public housing project. The two-phase redevelopment will include a total of 1,131 housing units and 44,000 square feet of retail across four buildings. The planned-unit development (PUD) for the 6.7-acre site is subject to DCHD Inclusionary Zoning regulations and will include 199 new affordable units. InterAgency is responsible for shepherding the project through permitting, including DDOT Public Space Committee, DDOT Occupancy, DCRA Support of Excavation, Foundation, and Building permits.

InterAgency has undertaken a number of healthcare projects in the Washington Metro Region. These projects range from small interior office renovations to ground up construction. InterAgency has partnered with Gilbane on the redevelopment of Washington General Hospital Complex in SE Washington DC, pulling a series of raze permits and associated building permits. InterAgency has also collaborated on several different projects on the Washington Hospital Center campus—expediting tenant layout permits and facilitating more substantial Alteration/Renovation permits.

Bambini Child Development Centers are expanding services in Washington DC, including two new locations in the downtown core. InterAgency is procuring Tenant Layout permits, Certificate of Occupancy, and DOH approvals for both the Mount Vernon and NOMA locations. Childcare permitting is particularly challengin in the Region for a variety of reasons, and IA has developed the skills and the relationships to streamline approvals and expedite building permits.

InterAgency is the permit consultancy of choice for Safeway Supermarkets in Washington DC. InterAgency secures Building Permits, Tenant Layout Permits, Department of Health Reviews, DDOT Public Space Occupancy Permits, and Certificates of Occupancy for multiple Safeway facilities throughout the District. IA secures DCRA Summer Cafe Permits and DDOT Sidewalk Cafe permits on behalf of Safeway and their tenants. IA regularly assists Safeway in securing Alteration and Renovation Permits for locations that remain in service during construction activities.
